The substantive competition laws in the Baltics are all quite similar to EU competition law. The main differences stem from enforcement rules and priorities. This article gives a brief overview of the main differences of competition law enforcement rules and highlights the main recent enforcement trends in the Baltics.

Making joint bids in a public procurement by competing undertakings raises competition concerns, because this may be considered as an anti-competition agreement under Estonian and EU competition law. Unfortunately, there are no clear rules or established practice in Estonia yet, as to when this is allowed or permitted. This article sheds light on the recent developments in this regard.
